Understanding urban resilience with the urban systems abstraction hierarchy (USAH)

The paper discusses how the Urban System Abstraction Hierarchy (USAH) can be used as an informative hazard-agnostic tool to understand interdependencies between shocks which impact tangible parts of city system, and longer-term stressors intangible outcomes system. To create resilient cities, we must grapple with such complex interdependencies. Effective solutions that foster resilience require acknowledging interplay sectors (e.g. healthcare systems ecosystem services), scales local regional), timeframes immediate stresses), what cannot see in physical world resources abstract purposes). These critical ‘systems thinking’ areas explored by mapping urban through their functionality, rather than geospatial connectivity. aim this is build validate USAH a do just this. analysis demonstrates make interactions explicit whilst keeping complexity tractable.
